I think this is a disease, since it is happening to all my roses. The few buds that open up are small flowers with brown shriveled, stunted edges.

yes it is a disease,you could buy something from your hardware store which is a bit expensive or try soapy water on it and then cut all the buds and burn them or throw them into the garbage,a lot of times this help..the soapy water helps on all gardens….
